What tough election? A Modi wave will sweep Uttar Pradesh

Rajesh Kumar works as an insurance agent in Pratapgarh district of Uttar Pradesh, where I met him last week during a visit. He belongs to the Dalit community and comes from a modest background. In the last five years, his family has got a house under the Pradhan Mantri Awas Yojana and a cylinder under the Ujjwala Yojana.
He said he is definitely voting for Modi in this election.
Sachendra Singh is a well-off advocate in the same region. He says Modi’s decision to carry out surgical strikes has saved the honour of the country. He thinks India is safe in Modi’s hands — and he too is voting for Modi this time.
In this region of Uttar Pradesh, people swear by Prime Minister Narendra Modi — many have been beneficiaries of his schemes and many others admire his decisive leadership. His personality cult is strong and his personal integrity is unquestioned.

It’s 2019 and India is in the slog overs of its crucial General Elections. With just a week left, you would think that the poll pitch would now be on the wane when Prime Minister Narendra Modi — who has been the single focus point of this election — says “Rajiv Gandhi was corrupt number 1” and all hell breaks loose.
Why, 28 years after his death, was Rajiv Gandhi invoked? How is he relevant to the contemporary political debate?
This election, as has often been reiterated, is a face-off between two distinct styles of politics that have taken shape in India. These two, today, are manifested in the form of the Narendra Modi-led BJP, on the one hand, and the Rahul Gandhi-led Congress on the other.
These two leaders represent two different narratives of Indian politics.
Prime Minister Modi, over the last five years, has come to stand for development, nationalism and security. However, the Congress still functions as a fiefdom of the Nehru-Gandhi family with the party president, Rahul Gandhi, flaunting the legacy of his father, the late Rajiv Gandhi. To many, it continues to represent the narrative of dynasty, appeasement and corruption and, without a doubt, to my mind and several others, Rajiv Gandhi was the epitome of this brand of politics.

Is BJP manifesto strong enough to make voters bring back Narendra Modi in May 2019?

BJP manifesto is practical, visionary and inclusive

While releasing the BJP Sankalp Patra, Prime Minister Narendra Modi presented a grand vision of a developed and prosperous India by 2047 and stressed that 2019-2024 would be the period to lay the foundation.
He said nationalism is the inspiration, antyodaya is the philosophy and good governance is the motto of the BJP.
Detractors have always been dismissive of the PM but what they fail to see in his choice of words and ideas is that he has managed to not only meet the aspirations of the people but also push them to desire for more and better.
This push for bigger objectives and the possibility of achieving a ‘great Indian dream’ are mirrored in the Sankalp Patra.
The Sankalp Patra presents 75 ‘resolves’ that are practical, visionary as well as inclusive. The manifesto talks about gaon (village), garib (poor), kisan (farmer), yuva (youth), as well as the middle class and neo-middle class. In this sense, it reflects collective as well as individual aspirations of our diverse electorate. The manifesto stresses on inclusive growth and has a nationalist vision. It offers a new security doctrine of ‘offensive defence’.
Farmers get significant attention with stress on doubling income and no interest on loans up to Rs 1 lakh via farmer credit card. It promises pension for marginal farmers, small shopkeepers and unorganised sector workers, and financial support of Rs 6,000 to all farmers.
People will vote for this manifesto not because it promises them sops but because it promises to make them resource creators.
This is a very strong document that is not just the manifesto of a party but the vision of a country.

Taking a pro-Modi stand: Why we are running the Academics4NaMo campaign

The campaign for the 2019 General Election is in full swing. It is the time when political leaders have hit poll trails, party offices are buzzing, and the news is full of who said what, where and when. In this milieu, it is easy to forget the larger picture — that the 2019 election is not a battle of seats or candidates or sops or data.
It is a battle of narratives and ideas.


Modi is the agenda
When Narendra Modi took the Prime Minister’s seat five years ago, the nation had voted decidedly against corruption and for a development model. In 2019, to my mind, Modi has come to represent a decisive, far-sighted and clean government that is willing to take chances for long-term goals and refuses to give in to pressure tactics.
As the country gets ready to vote, Modi himself has become the agenda.

PhDs in ‘national priorities’: How does Javadekar-led HRD stand affect Indian scholarship?

Scholarship and research need rational approach and critical thinking. They carry a context and are conducted within predefined parameters. The methodology used in research is decided upon by the researcher and her/his supervisor after conducting a pre-research study and assessments.
Given the fact that our resources are limited and our socio-economic problems are numerous, what is needed in higher educational institutes is a framework for research topics. This is more important in social sciences as focused research can go a long way in finding lasting solutions to our critical national problems.
In the field of sciences, Tata Institute of Fundamental Research (TIFR), Indian Space Research Organisation (ISRO), Defence Research and Development Organisation (DRDO), Indian Council of Agricultural Research (ICAR), and Council of Scientific & Industrial Research (CSIR) among others have done a tremendous job at establishing a strong precedence and clear trajectory of research on indigenous subjects of contemporary and national importance. What the ministry has issued is an advisory to public-funded institutions and it is well within its rights to do so.
It is wrong to assume that topics of ‘national priority’ are inimical to research. In fact, this sort of a framework is bound to make our research landscape far more dynamic, productive and relevant than it is today. Of course, it is another matter entirely if the objections to this move stem from the very use of the word ‘national’ in academics.

Rahul Gandhi using 108 scholars’ dissent on data makes it political, not intellectual concern

Congress president Rahul Gandhi and other leaders of his party spared no time in attacking the Narendra Modi government after “108 economists and social scientists” called for restoration of “institutional independence and integrity to the statistical organisations.”
The use of the statement of academics as a political tool to score points raises serious doubts about the professed neutrality of this exercise, which has, lest one forgets, unfolded in the backdrop of a highly charged political environment with general elections less than a month away.
The nation is once again in danger, we are told, not from external aggressors but from a slugfest over statistical data. Newspapers and news portals last week told us that concerns had been raised over “political interference” and attempts to influence data collection and analysis in the country. The statement released by the group of academics said: “It (the statistical machinery) was often criticised for the quality of its estimates, but never were allegations made of political interference influencing decisions and the estimates themselves”.

Book Review: Flight of Deities and Rebirth of Temples by Meenakshi Jain

If stones could speak, the story of Indian temples and deities would have been one of resilience and rebirth in the face of persecution and annihilation. But as things stand, discomfiting truth has been surrendered for a more ‘suitable’ narrative. With academics driving this shift of truth-gears, the task of unravelling facts has become even more riddled. Meenakshi Jain, Senior Fellow at the Indian Council of Social Science Research, takes this challenge head-on in her latest book ‘Flight of Deities and Rebirth of Temples’.
The book traces the journey of deities and pulls out historical references to outline how temples were built again and again despite being razed by Muslim invaders. With this approach, she establishes that temples were not just plundered for wealth but, more importantly, desecrated with the intention of wiping out the faith associated with them. She also traces the journey of deities to counter the argument that the practice of desecrating temples was started by Hindu rulers. 


National Security and Rafael Deal

The recent escalation with Pakistan and the government’s bold decision to take the fight to the enemy territory has brought Indian’s national security and air power into sharp light. Speaking at a media event recently, Prime Minister Narendra Modi said that the air strike on Pakistan would have been even more deadly if India had Rafael fighter aircraft.
The Rafael fighters had been in news for months preceding this. Within a matter of two years, the BJP government had finalised the deal to procure the Rafael jets throwing into sharp contrast the dilly-dallying by the previous governments on the matter. With the general election in the offing, the Congress turned to the game of misdirection and raised questions on Rafael deal.

मोदी के ‘नए भारत’ में कैसे सुनिश्चित होगा सामाजिक न्याय

प्रधानमंत्री नरेंद्र मोदी ने अगस्त क्रांति के 75 साल पूरे होने के अवसर पर देशवासियों के बीच एक नए भारत (न्यू इंडिया) के निर्माण की बात कही. उन्होने कहा कि 1942 के भारत छोड़ो आंदोलन से अगले पांच साल तक लगातार अंग्रेजों के खिलाफ कुछ ना कुछ होता रहा जिसमें हर देशवासी किसी ना किसी स्तर पर जुड़ा था. आम लोगों ने मान लिया था कि अब स्वतंत्रता का लक्ष्य दूर नहीं और 1947 में वो लक्ष्य पूरा भी कर लिया गया. प्रधानमंत्री मोदी का कहना है कि अगर इसी तरह अगले पांच साल भी हर देशवासी कुछ मुद्दों को लेकर अपना योगदान करे तो एक नए भारत निर्माण का निर्माण हो सकता है. इसके लिए सभी अपनी रुचि के विषय चुन सकते हैं प्रधानमंत्री मोदी द्वारा सुझाए गए कुछ ऐसे विषय हैं जिन पर काम करके एक नए भारत के निर्माण में अपना योगदान दिया जा सकता है - भ्रष्टाचार मुक्त भारत, स्वच्छ भारत, गरीबी मुक्त भारत, आतंकवाद मुक्त भारत, सांप्रदायिकता मुक्त भारत और जातिवाद मुक्त भारत. अगले पांच साल इन विषयों पर काम करके निश्चय ही एक नए भारत का निर्माण हो सकता है जो समृद्ध, समर्थ, समरस होगा और राष्ट्र परमवैभव की ओर अग्रसर हो सकेगा.
इस लेख में प्रधानमंत्री मोदी के सपने के नए भारत के एक महत्वपूर्ण पहलू पर चर्चा की गई है जो जातिवादमुक्त भारत के मुद्दे से जुड़ा है. इसमें इस विषय पर विचार किया गया है कि नए भारत में जातीय वैमनस्यता कैसे कम होगी, सामाजिक न्याय कैसे सुनिश्चित होगा, समतामूलक और समरस भारत का निर्माण कैसे होगा.

सामाजिक न्याय, सुशासन और मोदी सरकार

सामाजिक न्याय पर योजना मे प्रकाशित मेरा लेख
[इस लेख के दो हिस्से हैं. पहले हिस्से में ये बताने की कोशिश की गई है कि मोदी सरकार सामाजिक न्याय सुनिश्चित करने के लिए कैसे वितरणीय न्याय (Distributive Justice) और प्रक्रियात्मक न्याय (Procedural Justice) को बराबर महत्व दे रही है. दूसरे हिस्से में केंद्र सरकार द्वारा सामाजिक के वंचित औऱ कमजोर वर्गों के लिए उठाएं गए प्रमुख कदमों की चर्चा की गई है.]

मूल्यों और संसाधनों का आधिकारिक तौर पर निर्धारण ही राजनीति है. लंबे समय तक सही तरीके से ऐसा करते रहने से समाज में न्याय स्थापित होता है और राजनीति सामाजिक बदलाव का बड़ा माध्यम बनती है. जहां तक न्याय की बात है तो उसकी एक परिभाषा होती है- जो बराबर हैं उन्हें बराबरी का हक देना और जो असमान हैं उन्हें अधिक महत्व देना. अगर राजनीति और न्याय की दोनो परिभाषाओं को एक साथ देखें तो सामाजिक न्याय सुनिश्चित करने में कठिनाई नहीं होगी.
मूल्यों और संसाधनों का न्यायसंगत तरीके से, आधिकारिक रूप से निर्धारण ही राजनीति का प्रमुख उद्देश्य होना चाहिए जिससे सामजिक न्याय सुनिश्चित होगा और राजनीति एक बड़े सामाजिक बदलाव की साक्षी बनेगी. न्याय सुनिश्चित करते समय दो स्तर पर ध्यान देना चाहिए. एक तो वितरण के स्तर पर और दूसरा क्रियान्वयन के स्तर पर. इसीलिए न्याय के दो प्रकार पर हम यहां चर्चा करेंगे- वितरणीय न्याय और प्रक्रियात्मक न्याय.

डॉ. भीम राव आंबेडकर - देश और समाज की एकता के महान रक्षक

भारत एक सनातन सभ्यता है. यहां संघर्ष, समन्वय और समरसता साथ-साथ चलती रहती है. लेकिन समस्या तब होती है जब कुछ लोग अपने हित साधने के लिए समाज में अस्थिरता पैदा करने की कोशिश करने लगते हैं जिससे कभी-कभी देश की एकता और अखंडता को भी खतरा उत्पन्न होने लगता है. भारत में जाति से जुड़ी समस्याएं भी कुछ ऐसा ही रूप धर कर सामने आ रही हैं. ऐसे समय में संविधान निर्माता डॉ. भीम राव आंबेडकर और भी  प्रासंगिक होकर उभरते हैं.
गांधी से आंबेडकर की ओर
इस दशक में आंबेडकर हमारे सामाजिक-राजनीतिक विमर्श में कुछ इस तरह उभरे हैं कि वो महात्मा गांधी से भी महत्वपूर्ण नजर आते हैं. इसका एक कारण ये हो सकता है कि जहां गांधी ने अहिंसक तरीकों से सिर्फ राजनीतिक आजादी और समानता की बात कही वहीं आंबेडकर शुरू से सामाजिक-आर्थिक समानता की बात कर रहे थे. देश को 1947 में आजादी मिल गई और संविधान ने हम सब को एक व्यक्ति-एक मत के माध्यम से राजनीतिक समानता भी दे दी. पिछले सत्तर साल में राजनीतिक समानता का काम काफी हद तक पूरा भी हो चुका है लेकिन समाजिक और आर्थिक स्तर पर समानता और आजादी मिलना अभी बाकी है. भारतीय संविधान के प्रमुख लक्ष्यों में जिस सामाजिक और आर्थिक समानता, न्याय और स्वतंत्रता की बात कही गई है उस पर कुछ काम ही हो पाया है और बहुत तरीकों से काम किया जाना बाकी है. ऐसे ही दौर में डॉ. आंबेडकर एक प्रकाश स्तंभ बनकर उभरते हैं जो हम सबको रास्ता दिखाते हैं. डॉ. आंबेडकर स्वतंत्रता आंदोलन के समय भी इस बात के समर्थक थे कि राजनीतिक आजादी के कोई मायने नहीं होंगे अगर सामाजिक-आर्थिक स्तर पर शोषण जारी रहा और हमें इसके गंभीर परिणाम भुगतने पड़ सकते हैं.
डॉ. आंबेडकर ने एक ऐसे भविष्य की कल्पना की थी जो पूरी तरीके से परिवर्तनकारी होगा. भारत को अगर सही अर्थों में एक प्रगतिशील, आधुनिक और विकसित समाज और राज्य बनने की तरफ तेजी से बढऩा है तो आंबेडकर के विचारों को मूर्त रूप देने के लिए अथक प्रयास करने होंगे.

21वीं सदी में युवाओं के लिए स्वामी विवेकानंद की प्रासंगिकता

स्वामी विवेकानंद एक ऐसे आदर्श युवा हुए हैं, जो भारत में जन्मे परंतु जिन्होंने विश्वभर के करोड़ों युवाओं को प्रेरित किया. 1893 में शिकागो धर्म संसद में दिए गए भाषण की बदौलत वे पश्चिमी जगत के लिए भारतीय दर्शन और अध्यात्मवाद के प्रकाशस्तंभ बन गए. उसके बाद से वे युवाओं के लिए एक सदाबहार प्रेरणा स्रोत रहे हैं. 21वीं सदी में जबकि भारत के युवाओं को नई समस्याओं का सामना करना पड़ रहा है, वे अपने दायरों से बाहर आ रहे हैं और बेहतर भविष्य की तलाश कर रहे हैं. ऐसे में स्वामी विवेकानंद उनके लिए और भी प्रासंगिक हो गए हैं. जीवन अगर सार्थक नहीं है, तो उसे सफल नहीं कहा जा सकता. युवाओं की सबसे बड़ी खोज ऐसे सार्थक जीवन की है, जो हृदय को प्रेरित, मस्तिष्क को मुक्त और आत्मा को प्रज्ज्वलित करे. स्वामी विवेकानंद इसे अच्छी तरह समझते थे. उनके विचारों को इस चार सूत्री मंत्र के जरिए समझा जा सकता है, जिसमें सार्थक जीवन के लिए भौतिक, सामाजिक, बौद्धिक और आध्यात्मिक खोज अनिवार्य है. भौतिक खोज से उनका अभिप्राय: है - मानव शरीर की देखभाल करना और ऐसी गतिविधियों को अंजाम देना, जो शारीरिक कष्टों को कम करने वाली हों. इसका लक्ष्य युवाओं को कोई कार्य करने के लिए शारीरिक दृष्टि से तैयार करना है. अगला स्तर सामाजिक खोज का है, जिसमें ऐसी गतिविधियों को अंजाम दिया जाता है, जो भौतिक कष्ट कम करने वाली हों. अस्पतालों, अनाथालयों और वृद्धावस्था आश्रमों का संचालन इसी स्तर के अंतर्गत आता है. अगला उच्चतर स्तर बौद्धिक खोज का है. इसके अंतर्गत विद्यालय, महाविद्यालय संचालित करना और जागरूकता एवं सशक्तिकरण कार्यक्रमों का संचालन शामिल है. किसी व्यक्ति द्वारा अपना बौद्धिक स्तर उन्नत बनाना, ज्ञान प्राप्त करना और उसका समाज में प्रचार-प्रसार करना इस श्रेणी के अंतर्गत आता है. गहन चिंतन करने वालों के लिए वे सर्वोच्च स्तर की आध्यात्मिक सेवा का सुझाव देते थे, जिसमें ध्यान और साधना शामिल है. परंतु ये स्तर कोई जल विभाजक नहीं है, कोई व्यक्ति एक स्तर पर काम करते हुए अन्य स्तर पर भी काम कर सकता है, जो उसकी खोज, क्षमता और पहुंच पर निर्भर है. उनकी खोज में बदलाव होने पर वे अन्य स्तरों पर भी जा सकते हैं.
